Manitoba PNP (MPNP)
The Manitoba PNP is the province's own Provincial Nominee Program, used to select people from around the world and nominate them for Canadian permanent residence. The province uses it to connect newcomers with jobs that need filling and with what its communities require.
What the MPNP Does
A nomination is Manitoba's way of formally recommending you to the federal government for permanent residence. Whether you actually get permanent residence is decided federally.
According to the province, the program helps Manitoba's economy by meeting labour needs, backing employers, and building up communities throughout the province.
Streams to Apply Through
The program's own inquiry options name two routes: the International Education Stream and the Skilled Worker Stream.
Recent Manitoba graduates might qualify for the International Education Stream. The province uses these screening questions for that stream:
- Did you finish an approved Manitoba post-secondary program within the last three years, with at least a year of full-time study behind you?
- Has an eligible Manitoba employer offered you full-time work for at least a one-year contract, in a role on the province's In-Demand Occupations list that matches your field of study?
- Are your language skills at least at CLB or NCLC 7, or the equivalent, across all four abilities?
CLB and NCLC are the scales Canada uses to measure English and French skills. If you're applying through the Skilled Worker Stream, Manitoba asks you to answer no to the graduation question.
Getting Into the EOI System
An Expression of Interest (EOI) is a profile you fill out to signal that you would like to apply. It is not an application. Manitoba then picks profiles out of this pool.
Your Expression of Interest is good for one year. You will receive an email when it runs out, or if you are picked and get a Letter of Advice to Apply. This document is your invitation to send in a full application.
If you decide to decline that invitation, Manitoba asks you to ignore any further emails about it or your expiring profile.
Recent Expression of Interest Draws
Every round is published on Manitoba's draws page. The newest one shown is Draw #281. Draws vary in size, and a lot of them focus on a particular group.
Some recent examples:
- One draw sent out 417 letters, and the lowest-ranked invitee scored 760.
- One round focused on educators, including teachers, teacher assistants, and early childhood educators.
- A single invitation went out in one round, addressed to family doctors and general practitioners.
- One draw considered only profiles that chose French and had a valid French test result on file.
- In one round of 340 letters, 103 went to people with valid Express Entry profile numbers and job seeker validation codes on record.
Some rounds also include candidates invited separately through outreach work targeted at Ethnocultural Communities and the Francophone Community.
Express Entry: Does a Nomination Give You an Edge?
Canada holds Express Entry rounds just for provincial nominees, and the lowest scores invited in recent rounds have been 725 or higher. Here is what recent Provincial Nominee Program rounds show:
| Round | Date | Invitations issued | Lowest score invited |
|---|---|---|---|
| 448 | Oct 13, 2026 | 752 | 772 |
| 445 | Sep 28, 2026 | 733 | 725 |
| 442 | Sep 14, 2026 | 576 | 734 |
A nomination doesn't guarantee an invitation.
How Long Things Take After Nomination
Your federal wait depends on the route you take for permanent residence after Manitoba nominates you. Current IRCC processing times:
| Application route | Current wait |
|---|---|
| Provincial nominee via Express Entry | Around 7 months |
| Provincial nominee, base stream | Roughly 13 months |
These waits change over time, so treat them as rough guides, not a promise for your own case.
Work Permits: the 2025 Public Policy
Canada introduced a temporary public policy in 2025 that makes work permits simpler for people who could become provincial nominee candidates. Manitoba has shared an update about it.
If your work permit has already expired or will expire within 45 days, Manitoba asks you to notify the MPNP.
Trouble With Your MPNP Online Account
If you can't log in, Manitoba suggests resetting your password first. After that you can log in to your account and look over your profile.
Information for Employers
An employer who backs a worker may need to pay a $230 employer compliance fee.
